Executive Mayor of Ehlanzeni District Municipality Cllr. J Sidell was born in Mbombela at Kabokweni. She did her primary education at Victory Park Primary School. She then proceeded to Middleburg Combined School where she completed her secondary education. Her tertiary qualifications include among others a diploma in Advanced Municipal Governance from University of Johannesburg, a Project Management course from Wits University as well as an Executive Leadership programme from the University of Pretoria She has extensive experience as an Administrator and Technocrat. She worked for the Department of Health and Social Development as well as the Department of Human Settlement as an Assistant Director and eventually Acting Director responsible for the Human Settlement Ms Sidell is a seasoned politician with vast experience in serving the people. She served in a number of ANC structures as well as Union structures. She is currently the Regional Secretary of Ehlanzeni ANC Women’s League. Her role in second term Local Government started in 2000 where she was elected as a PR Councillor both in Mbombela Local Municipality and Ehlanzeni District Municipality. EDM hosted a two days Disaster Management Indaba
The Acting Executive Mayor of Ehlanzeni District Municipality Cllr Jimmy Mnisi supported by the Executive Mayor of Gert Sibande District Municipality Cllr M Chirwa who is also the Chairperson of SALGA Mpumalanga addressed the two days EDM disaster management indaba which was held from the 16 -
This Indaba is said to be taking place at a time when the people of Ehlanzeni were still recovering from the threats of the tropical cyclone Dineo which was detected by the South African Weather Services (SAWS) that it might have a negative impact within the jurisdiction of Ehlanzeni in the recent past month. The Indaba noted that issues of climate change has proven to be a source of most tragic disasters which are happening in the World and the impact it has on the very resources we are depending on to sustain our lives.

The Acting Executive Mayor Mnisi pointed out that as part of the Kyoto Protocol which is an International treaty which extends the 1992 United Nations Framework Convention on Climate Change that commits State Parties to reduce greenhouse gas emissions, South Africa as a Country, Mpumalanga as a Province and Ehlanzeni District in particular is expected to register its remedial activities to reduce the carbon emission.

The Executive Mayor of Gert Sibande Cllr Chirwa gave a message of support and exhibited the significance of getting all the districts in the province along with local municipalities to frequently host the disaster prevention campaigns as it would provide information to communities who turn to be victims of disaster. He said that, "it is within the mandate of the district municipalities to come up with mechanisms which will mitigate and possible prevent disasters". He suggested that there should be a Disaster Risk Management plan in every locality that can assist to improve community resilience and thereby improving the capacity to respond to the effects of these catastrophic happenings.
Executive Mayor Chirwa concluded by emphasising the need to get all the district municipalities in Mpumalanga committed to prevent possible men made and natural disasters. He said, "I am here to take notes and I would need to host such Indaba in Gert Sibande District Municipality and encourage Nkangala District Municipality to also do likewise.
The indaba appreciated the partnership between SANTAM and Ehlanzeni District Municipality. It is said to be an indication of a responsive private company to Government's call on "Private, Public, Partnership" ["Triple Ps"] in addressing the triple challenges of Poverty, Inequality and Unemployment within Ehlanzeni District Municipality. It was held with commissions on the four key performance areas (Institutional Capacity, Risk Assessment, Risk reduction, Response and recovery) and the resolutions of which are to be implemented in the district.
